The Board of Directors is the governing body for the Outer Islands Partnership responsible for the legal, strategic, and fiduciary oversight and direction of the organization.
Vidalino Raatior
President
Vid Raatior was born and raised in the outer islands of Micronesia. He graduated with a bachelor’s degree in communications from University of Guam and completed graduate studies in philosophy at Fordham University, theology at the Jesuit School of Theology at Berkeley, and school administration at University of San Francisco. He is the Assistant Director for Study Abroad Programs at Santa Clara University and is the principal designer for Atawe Design, a web design service for nonprofit organizations in the Pacific. Previously, he was Assistant Director of Xavier High School in Micronesia and served on a number of committees and task forces in Chuuk. He is a social entrepreneur with a passion for empowering people and organizations in his home country of Micronesia.
Barry Staley, D.D.S.
Vice President
Dr. Barry B. Staley is a retired Periodontist from Santa Cruz, CA. He graduated from UC Santa Barbara, Northwestern University Dental School, and Boston University Graduate School of Dentistry. He ran a successful practice for over 20 years before retiring in the 80’s. While in practice he was president of the Monterey Bay Dental Society and the Western Society of Periodontology. After retiring from his private practice he served in various leadership roles in nonprofit organizations including; program director of the Children’s School Based Dental Clinic at Dientes, Director of the Dental Program at the California Health Trust, and co-director of the Veterinary Dental Institute. He founded the Micronesia Dental Support Project which donated over half a million dollars worth of dental equipment to the Chuuk State Public Dental Health Clinic.
Chris Boscia, J.D.
Treasurer
Christopher Boscia graduated from Boston College with a bachelor’s and master’s degree in theology. He also holds a juris doctorate from Santa Clara University and is a licensed attorney in California. Chris has taught at Jesuit high schools and universities in the United States. In addition, he has clerked for a Federal judge and served as an expert witness in criminal justice reform for the California Legislature. He is currently serving as a deputy district attorney for Contra Costa County, California. In addition to being a dual citizen of Ireland and the U.S.A., he currently serves as a Board member for Mission Schools International, a Boston-based NGO that aims to improve education in sub-Saharan Africa.
Desha Staley-Raatior
Desha Staley-Raatior is the co-founder of the Outer Islands Partnership. She graduated from Arizona State University with a bachelor’s degree in psychology and a minor in Spanish. She worked at Planned Parenthood as a community educator before returning to graduate school at University of San Francisco where she completed a master’s degree in International and Multicultural Education. She worked for a number of years as Assistant Director for Student Activities at University of San Francisco before going to Xavier High School in Micronesia to volunteer as Assistant Principal. She currently works for Matlack-Van Every Design, an interior design company that specializes in designing orthodontic offices domestically and internationally. Desha also serves on the Board of Directors for the Walnut Avenue Women’s Center in Santa Cruz, CA.
Joseph Vitug
Joseph Vitug graduated from California Polytechnic University, San Luis Obispo with a bachelor’s degree in Mechanical Engineering. In 1998 he co-founded Go Manufacture Inc which provided mechanical/industrial design packaging and manufacturing services for the telecommunication industries, focusing on wireless products. In addition, he is the co-founder of Tower Six LLC, a company specializing in designing custom solution antennas. He was born in the Philippines and immigrated with his parents to the United States at the age of thirteen.
Scott Kelley, Ph.D.
Scott Kelley is Assistant Vice-President for Vincentian Scholarship in the Office of Mission and Values at DePaul University. Previously, he was a Visiting Assistant Professor in the Religious Studies Department and Research Fellow at the Institute for Business and Professional Ethics. He received a Doctorate in Theological Ethics from Loyola University Chicago in 2006. Prior to graduate work, he taught Theology at Brophy College Preparatory in Phoenix, Arizona, English in Tokyo, Japan and was a volunteer in Pohnpei, Micronesia with Jesuit Volunteers: International. His particular teaching and research interests include for-profit contributions to the alleviation of global poverty, Catholic social teaching, Vincentian heritage, sustainability, and moral discernment.
Brian Thayer
Brian Thayer is the Director of Key Accounts for Dialog Semiconductor GmbH. With 15 years experience in electronic and semiconductor sales, his dealings with large multi-national companies and international business bring a unique perspective to Outer Islands Partnership. Brian graduated from California Polytechnic State University San Luis Obispo with a Bachelor of Science degree in Industrial Technology and a minor in English.
Sr. Erencia Saipweirik, RSM
Erencia Saipweirik is a member of the Sisters of Mercy in Guam and currently works at Saramen Chuuk Academy in Chuuk, Micronesia as a teacher and formerly as vice principal. Originally from the outer island of Houk in Micronesia, Sr. Erencia graduated from University of Guam and is currently completing a master’s degree in private school administration at University of San Francisco. She is actively involved in outer island advocacy work in Chuuk especially advancing women’s cause. She hosts a number of outer island scholarship students at her convent and will be the local director for the Outer Island Fellows program.
The Advisory Council members are global and local leaders who informally provide valuable support, advice and assistance to the organization.
